Is there a difference between getting a record expunged rather than sealed in California?

Is there a difference between getting a record expunged rather than sealed in California? What's the difference and should preference be given to one procedure over the other?

We don't know California law down here. It's backwards over there. In Texas, yes, there is a big difference. An expunction legally allows you to deny you were ever arrested. Sealing just hides it from private and low government people.
